ДЕМОГРАФІЧНІ ПАТЕРНИ ВОЄННОГО ЧАСУ: ПОРІВНЯЛЬНІ СТРАТЕГІЇ ТА АДАПТИВНІ ПІДХОДИ ПРОСТОРОВОГО РОЗВИТКУ
Анотація
Повномасштабна війна в Україні радикально змінила демографічне поле країни, поєднавши шокові руйнування з довгими хвилями соціально-демографічних наслідків. На тлі мультифакторних стресорів, оцінка швидких потреб фіксує потреби відбудови близько $524 млрд на десятиліття і сповільнення зростання ВВП до ~2% у 2025 р. Дослідження показує, що масові переміщення населення і нові демографічні патерни залишатимуться ключовою ознакою України впродовж наступних років та задаватимуть контекст в усіх суспільних і просторових процесах: деградація та депопуляція прифронтових і окупованих територій контрастують із концентрацією населення у відносно безпечних центральних і західних областях, що створює хвилю багатовимірних наслідків. На тлі довоєнної демографічної кризи (низька народжуваність – 7,3‰ та смертність – 17,3‰ у 2021 р.) війна посилила старіння, втрати трудового потенціалу та додала ризики «фемінізації» міграції. На основі виявлення загальноукраїнських та регіональних особливостей демографічних трансформацій обґрунтовано напрями адаптації політики просторового планування. для двох типів територій. Для деокупованих громад пріоритетами визначено «розумне стискання», оптимізація мережі послуг, кероване перепрофілювання/ренатуралізація, геріатрична та мобільна інфраструктура. Для територій‑реципієнтів: антикризове житло (субсидована оренда, конверсія будівель), розширення освітньої та первинної медичної мережі, інтеграційні хаби та інструменти швидкої зайнятості. Спільним знаменником виступають демографічно чутливе планування, економічна диверсифікація і сильні механізми участі громади. Запропонований підхід поєднує фізичну відбудову з соціально‑економічним програмуванням і пропонує інструменти для зменшення територіальних диспропорцій, стимулювання народжуваності та підтримки траєкторій повернення й інтеграції у повоєнний період.
